ABOUT OUR WASTEWATER TREATMENT DEPARTMENT
Since 1932, the City of Hubbard has owned and operated its own Wastewater Treatment Facilities. The original Wastewater plant was built along Hubbard-Thomas Road in 1932 and was improved in 1953. However, in the 1980's the increased stringency of the Clean Water Act of 1977 forced the City of Hubbard to research the feasibility of constructing a new Wastewater Pollution Control Facility.
In 1988 the City of Hubbard began construction of its current Wastewater Pollution Control Facility located on Mill Street. Construction continued until November 1989 when the new plant commenced operations. The project cost of $6 million was funded through an Environmental Protection Agency Grant and a bond issue.
The facility has an average wastewater treatment capacity of 2.1 million gallons per day. The advanced biological treatment facility has a secondary peak capacity of 7.5 million gallons per day and a hydraulic capacity of 16.0 million gallons per day.
