Whenever the City Engineer has probable cause to believe that a structure is an abandoned structure, as defined in Section 1345.01(a), he shall make an inspection of such structure. If, in his opinion, arrived at by following the provisions of Section 1345.01(a), he decides that such structure is an abandoned structure, he shall cause written notice to be sent by registered mail to the owner of such structure advising him of this decision. Such owner shall be given a period of sixty days to make an effort to finish construction or make the structure fit for habitation. An extension of this time period may be given to such owner by the Engineer if a bona fide effort has been made to correct the condition of such structure. No person shall fail to comply with such notice within the stipulated period.
