THE CODIFIED ORDINANCES OF HUBBARD, OHIO

1311.05 ADDITIONS, AMENDMENTS AND DELETIONS.

The Trumbull County Residential Building Code, as adopted in Section 1311.01, is hereby amended as follows:

TCRB 5.01 FEES FOR BUILDING PERMITS AND INSPECTIONS. (Amended)

BUILDINGS OR STRUCTURES

a. Unchanged.

b. For valuation of twenty-five dollars ($25.00) through one thousand dollars ($1,000), the fee shall be five dollars ($5.00).

c. For valuation over one thousand dollars ($1,000) through fifty thousand dollars ($50,000), the fee shall be five dollars ($5.00) for the first one thousand dollars ($1,000) and three dollars and seventy-five cents ($3.75) for each succeeding one thousand dollars ($1,000).

d. For valuation over fifty thousand dollars ($50,000) through one hundred thousand dollars ($100,000), the fee shall be five dollars ($5.00) for the first one thousand dollars ($1,000) and three dollars and twenty-five cents ($3.25) for each succeeding one thousand dollars ($1,000).

(e) For valuation over one hundred thousand dollars ($100,000), the fee shall be five dollars ($5.00) for the first one thousand dollars ($1,000), three dollars and twenty-five cents ($3.25) for each succeeding one thousand dollars ($1,000) through one hundred thousand dollars ($100,000), and one-third of one percent of estimated cost over one hundred thousand dollars ($100,000).

MOVING OF BUILDINGS

a. Unchanged.

b. Demolition or wrecking of buildings, twenty-five dollars ($25.00), the permit to be issued only after proof of insurance coverage has been provided.

TCRB 6.01 STATUTORY PENALTY FOR VIOLATION OF THE BUILDING

CODE.

TCRB 11.01(6) FOOTINGS. (Amended)

(6) Footing drain tile shall be installed around the outside perimeter of all foundation footings. Such tile shall be covered with twelve inches of gravel, with provision for draining water away from the building by connecting to a sump pump, the contents of which shall be mechanically discharged into a storm drain ditch or a storm drain sewer.

TCRB 11.01 A PROPER STORM WATER DRAINAGE MEASURES. (Added)

(1) Roof drains, foundation drains and other clean water connections to the City sanitary sewerage system are hereby prohibited, including their discharge into septic tank systems where such systems are used.

(2) Basement walls shall be acceptably sealed or waterproofed.

(3) Finished grade and floor elevations on dwellings shall be acceptable to the City Inspector and/or Engineer (for each plot or individual construction) before a building permit shall be issued. On all standard one and two-story dwellings, the minimum grade requirement shall be an elevation of three feet from the finished floor to the top of the curb (per fifty feet from the curb).

(4) Curb taps (cans) for all standard rectangular lots shall be placed five feet in from the lot line on each side of the lot. Such curb taps shall be placed two feet in from the lot line on each side of the lot in the case of a cul-de-sac shaped lot. If pole obstructions, etc. prevent such placement, then the City Inspector may dictate the proper placement of such curb taps.

(5) Downspouts from all dwellings (with attached garages) shall be tied into curb taps so that the downspouts shall be connected to solid drain pipe at least to a point fifteen feet from the house, and thereafter perforated drain pipe shall be used. The drain pipe shall be housed in a ditch measuring one and one-half feet deep and one foot wide, with a gravel covering of ten inches.

(6) No person shall break, crack or chip any curb. In addition to the penalty provided in Section 1311.99, each section of curb so broken, cracked or chipped shall be replaced by such person. (Ord. 18-74. Passed 4-1-74.)

TCRB 14.05 INSULATION FOR ROOFS, UPPERMOST CEILINGS AND

OUTERMOST EXTERIOR WALLS. (Added)

Every new one, two or three-family dwelling structure, or any new addition to an existing one, two or three-family dwelling structure, shall have properly installed insulation, equal to a resistant factor of six inches of fiberglass insulation, in or under the roof or in or above the uppermost ceiling of the structure, and shall have properly installed insulation, equal to a resistant factor of three inches of fiberglass insulation, in the outermost exterior walls. TCRB 16.03 EXIT DOORS. (Added)

No building permit shall be issued for any one, two or three-family dwelling structure the plans and specifications of which do not provide for at least two doors or exit from such structure. (Ord. 29-66. Passed 12-5-66.)
