No person shall operate a taxicab in the City unless there is at all times displayed in such vehicle a printed list of the fares and rates to be charged to passengers for transportation. No person shall charge any amount in excess of such printed rates, unless by mutual agreement between passenger and driver entered into before leaving the point of departure.
