If the lessee, agent or tenant having charge of the lands herein fails to comply with such notice, the Service Director or his designated agent shall cause the noxious weeds to be cut and destroyed and the expenses so incurred shall be approved by the Service Director or his designated agent, and paid out of the treasury of the City.
