(a) As used in this section "kennel owner" means a person engaged in the business of breeding dogs for hunting, for sale or for show. Any person harboring more than two dogs outside of the household is deemed to be a kennel owner.

(b) No kennel owner shall operate an outside kennel in any residential area of the City.

(c) Whoever violates this section is guilty of a minor misdemeanor. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
