Specifications shall be prepared for all purchases let for competitive bidding. Specifications shall consist of specific, complete and accurate descriptions of all the items to be purchased and of all the work to be performed. Specifications shall be clearly worded but shall not be so specific as to effectively eliminate the consideration of acceptable products. If a performance is to be required before a contract is awarded, the amount, manner and form shall be prescribed in the specifications. All specifications for construction contracts with the City shall require performance, labor and material bonds. In addition, all specifications for construction contracts with the City shall require proof of Workers' Compensation, casualty and general liability insurance coverage.
