(a) The Planning Commission, the Board of Zoning Appeals and the Civil Service Commission are hereby authorized to hire respective secretaries.

(b) Secretaries to these boards and commissions shall be paid as may be provided from time to time by Council per month for any month when at least one meeting has been held, but no payment for wages shall be made in any month when no meeting has been held.

(c) These boards and commissions shall notify the Auditor of any month when no meeting has been held.
