(a) There is hereby established within the Auditor's office the Income Tax Division, which shall be responsible for administering the City Income Tax. The personnel of such Division shall be residents of the City.

(b) There is hereby established the position of Clerk of the Income Tax Division, who, under the general direction of the Auditor, shall administer the City Income Tax.

(c) The Clerk is hereby designated the agent in charge of signing all notices, complaints or other matters needed for the enforcement of the City Income Tax.
