The Auditor is hereby authorized to hire additional help in the Income Tax Division and the Auditor's office during the peak work periods at such rate of compensation as Council may from time to time establish. The total compensation paid to such additional help hired in any year shall not exceed one thousand dollars ($1,000). It is the intent of Council that persons hired pursuant to this section shall be deemed independent contractors, and the City shall not be liable for overtime, extra pay or fringe benefits, including Public Employees Retirement System benefits.
