(a) No public officer of the City shall knowingly enter into an unauthorized contract causing expenditures not previously appropriated.

(b) Whoever violates any provision contained in subsection (a) hereof, shall be personally liable thereon and shall fully indemnify and save the City harmless as to all damages resulting therefrom.
