AN ORDINANCE TO APPROVE, ADOPT, AND ENACT THE 2003 REPLACEMENTS PAGES TO THE CODIFIED ORDINANCES: TO REPEAL ORDINANCES IN CONFLICT THEREWITH: TO PUBLISH THE ENACTMENT OF NEW MATTER: AND DECLARING AN EMERGENCY.
WHEREAS, certain provisions within the Codified Ordinances should be amended to conform with the State Law as required by the Ohio Constitution; and
WHEREAS, various ordinances of a general and permanent nature have been passed by Council which should be included in the Codified Ordinances; and
WHEREAS, Council has heretofore entered into a contract with the Walter H. Drane Company to prepare and publish an annual revision; and
WHEREAS, the codification of such ordinances, together with the new matter to be adopted, the matters to be amended, and those to be repealed are before the Council.
NOW THEREFORE BE IT ORDAINED by the City Council of Hubbard, Ohio:
SECTION 1. The Ordinances of the City of Hubbard, Ohio of a general and permanent nature, as revised, recodified, rearranged, and consolidated into component codes, titles, chapters, and sections within the 2003 Replacement Pages to the Codified Ordinances are hereby approved and adopted.
SECTION 2. The following sections of the Traffic, General Offenses, and Fire Prevention Codes, as amended, are hereby approved, and adopted as amended or enacted so as to conform to enactments of the General Assembly of Ohio.

SECTION 3. Pursuant to Ohio R.C. 731.23, the Clerk of Council shall publish in a manner required by law a notice of the enactment of this ordinance.
SECTION 4. This Ordinance is hereby declared to be an emergency Ordinance necessary for the immediate preservation of public peace, health and safety; the emergency being the necessity of having an up-to-date Code of laws with which to administer the affairs of the City and to ensure that law and order and such, and that this Ordinance, and the 2003 replacement pages hereby adopted, shall take effect and be in force from and after its passage and approval by the Mayor.
SECTION 5. All prior Ordinances and Resolutions in conflict with this Ordinance are hereby repealed.
SECTION 6. All formal actions of the City Council of Hubbard, Ohio, relating to the adoption of this Ordinance, and all deliberations of the City Council of Hubbard, Ohio, and any of its committees leading to such action, were in meetings open to the public as required by law.
